[0.11.4] Peasants/Citizens not stopping

[0.11.4] Peasants/Citizens not stopping

Hello, this is my first time reporting a possible bug:
I have noticed that the peasants in cities are not behaving normally. They do not stop and idle looking at me when close to me, as I'm pretty sure they should.

I noticed they did that during one game session a few weeks back, and I was shocked and amazed as I had not seen this behavior before. But since then they don't anymore.
More recently I noticed peasants having the same behavior (stopping in place and looking at you) in a youtube video showing a playthrough of the old, non-unity Daggerfall, so this convinced me this is most likely a bug.

This is a screenshot I took of some random Youtube video playing the original Daggerfall, and showing the peasant stopping and idling in front of the player character:

And this is what I see. They just pass right through me, without stopping:

Put your weapon down. People don't like being around dangerous arms :)
