Classic behavior: When breath is running out and a Water Breathing effect is cast, the breath meter stays at its old level when the effect expires.
DFU behavior: When the Water Breathing effect runs out, the breath meter is full again.
I just tested it in classic to verify.

This one is an intentional change/fix on my part. I interpret water breathing as literally breathing normally under water, rather than just pausing the need to breathe for duration of effect. Therefore while breathing water, the sense of oxygen satiation (i.e. breath meter) should refill.
It's a minor change and didn't feel it warranted an option.
