The only thing I can think of right now is that you didn't set those spells to have an effect on caster;
The only way to be sure would be to examine a game save...

A save file is definitely needed here. If you're using Windows, you can click on the SAVE# at top-right of screenshot in save/load UI to go directly to that save folder. Zip all of these files and attach here.

You need to zip the entire SAVE# folder and all files contained within. There are a lot more than 2 files in each save folder. :)

The main problem is that you're using a spell that gains a bonus every 6 levels but you're only level 2. So you're dealing with a spell of duration 1, which means 5 seconds or less.

In Daggerfall, magic rounds run on independent time cycles, and tick off every 5 seconds. It's easy to cast a spell at the end of the 5 seconds so that the spell runs out immediately, making it look like it did nothing.

Use the console to turn on god mode and then recast the spell a lot with Q. You'll see the durations stack up enough to make the spell last long.
