Both are updated periodically, so game time could be a the confusing factor...
They're supposed to be refreshed automatically every 7 and every 38 ingame days, from looking at the code.

Does not seem to be fixed simply by waiting. So, perhaps it is the whole refresh progress that breaks it.

I think the 7 day refresh removes the local rumors(about quests and whatnot) and that 38 day refresh just simply deletes all rumors...which it's not suppose to do.
Edit: I slept for 38 days and it was fixed. I am not sure if the next one again deletes them, but i will report my findings.
Edit2: Wanted to test something, i loaded the "bugged" save and only waited a couple of days and it was fixed. Perhaps it's not a bug at all, but the game needs some time to process the rumors or something before it adds them to the game...i dunno, but this issue seems to be fixing itself sooner or later.
