(0.13.2) Ranged spells are not working

Ranged spells are not working in 0.13.2.
I tried using a magic item to fire a spell in the attached saved game. Enemies can't fire spells too.

I patched this one a day or so ago, it's fixed in 0.13.2b. I just updated builds as it was a minor fix.
