Modsettings config - Does this change to ability to just drag and drop the mod folder across to new builds ?
Do I just put the mods in there, without the config settings, or can I just drag and drop the whole thing, and what about the Mod_Settings.json file ?
I'm thinking this is an update, and i should fresh instal mods, not drag and drop the whole folder ?

What you found is a tool for mod developers, an helper for settings implementation in mod build and settings window.

It doesn't alter the way mods are presented to the public, nor it cause any issue with older mods.
