You've probably already uncovered this, but checkout "adelay" instead of "itoffset" and see if that fixes it.

adelay only accepts a positive parameter, that didn't work.
I went for the simplest fix: remove 620ms of silence from the beginning of audio

I have a high-quality video denoising tool. Could you send me the original video? It would be easier to start with the original video and have you process the denoised result. It works better with consistent noise patterns. It may or may not work (it is really designed for removing camera sensor noise rather than compression artifacts), but I figure it's worth a try. Thanks.

Audio is my specialty. I'm no professional voiceover artist, but I have a good recording setup and can give the VO some reverb that sounds nice but doesn't make it hard to understand the words. We will still need music. Rhymer had someone compose music for him but it seems he no longer has access to that file. If we can get the file from Rhymer or contact the composer, that would be great. If not, maybe ByteMixer or one of our other music folks can take a crack at it. I could, technically, try to recreate it with some decent string sounds I have, but they may have an easier time of it.

It is rendering and I will post it later today. However, I did not realize this was the version with the synthesized frames. My denoiser evaluates the noise from frame to frame and was detecting every second and third frame as duplicates. On review, I saw the slight morph, but it’s not optimal for my purposes. So if you have the original file on hand, I would gladly process that. Hopefully that would give you a better result for the frame interpolation.
There is a sharpening feature in the denoiser that normally works wonderfully but in this case it brought out some noise in the shadows under his eyes and around his nose. It’s hard as the background is basically pure black with no noise. So the denoiser is working from a small patch of skin on the main character. Anyhow, my point being - I’d recommend sharpening after the upscale.
