For some reason the princess of Wayrest won't speak to me on this build but her mom will. I disabled all mods but still got no response.

Huh to many builds going I guess. I thought she took the hey come see me letter when she sent you to meet who you had to meet in the designated dungeon. Ah well sorry to have wasted your time then!

Nah, don't worry about it. We're here to make sure the game runs well. This save game had to have spoken to Morgiah previously and then gone to Scourg Barrow, so the quest would've been finished. You can check any doubts about quest execution on the UESP.
