You'll definitely want a journal reminder for that. Cautious fast travel makes people arrive at 7 AM, and waiting 5 hours outdoors would be unusual. Players will want a guide to get them there, or a more obvious connection they'll do naturally. People also intersperse these quests with other gameplay, so they'll quickly forget it unless it's in the journal.
He did not exist in the game, but lore-wise I prefer to see the Elder Scrolls franchise as a whole. He does not exist until the Warp in the West happens, only after that did he always exist. In the later versions of The Real Barenziah (the extended one), it is even suspected that he had an affair with Barenziah.
