Possibility of replacing static textures with animated ones

I loved the visual asthetic of water in TES: Arena over how it looked in the overworld in daggerfall.

I'm wondering if it'd be possible to replace each of the water "tiles" in daggerfall with an upscaled, DREAM-styled, climate/season and area specific variation on them that is animated the same way.... and ideally replace the transparent water texture in dungeons ones of the same styles and feature, but with transparency added on.

Can the engine handle replacing existing static textures with animated ones in its current state, adding transparency etc?
