I think an NPC who gives quests should only offer once you ask for work. Either that or have some sort of identifier to show theyll give a quest.
I want to talk to people without accepting/declining a quest that I may want to do, but cant right now.
Also, does declining a quest lower your rep with the given faction?

No, when you decline the quest, it goes back into the pool of random quests you could be offered. As you keep playing you'll notice you get offered the same quest over and over.

Still, that quest pop up out of nowhere might be confusing to new players.
Maybe If it had some introduction like:
Do you want to just talk or put in some work?
But actually worded in a way you can answer YES/NO...

ya, I like accepting every quest qithin reason so this would help my build. Ive been close to getting burned before with 3 quest running, lol.
I just wanted to increase my etiquette.
Can i practice etiquette and streetwise on commoners? and does polite for commoners and streetwise for nobles hurt rep or does it literally just measure if youre attempting to use either?
