I noticed that, with TI enabled, Better Quality Descriptions and Arena Style Flavor Text don't work. Moreover, this should be loaded before Limited Gold Shops, or shops will have 0 gold.
I just tested with 'Better Quality Descriptions' and it worked fine unless I also enabled the Transparent Windows mod.
Did you have Transparent Windows enabled? Did the log file indicate any other errors?
When Tempered Interiors disables the combined models, it causes the Transparent Windows mod to generate a NullReferenceException during the OnTransitionToInterior event. This prevents other mods that use the event from being called.
People should really post their logs when reporting issues about this, I bet 99.9% is using Transparent Windows. Any other mod that tries to manipulate the combined mesh without checking if it actually exists will have the same issue.
While I concur that the blank custom activation is a good stop-gap measure to exclude the models from the combining process, I think the RMB and RDB Layout classes could do with an exclusion list that mods can add model IDs to that should be excluded from the combined mesh. The problem with using the custom activation is that it will exclude any other mod from adding a custom activation to the models in question which is just unnecessary loss of functionality, this may or may not be a problem depending on the models you target but still, a less moddy solution would be preferable in my opinion.
