Как это исправить не знаю. Может кто нибуть подскажет?

What translation mod did you use?

The one from NexusMod has not been updated in almost a year, and localization support in DFU changed significantly since then. From what I understand that mod currently breaks the main quest, so it really needs some maintenance.

It's not a mod, I'm translating the game and for some reason these signs appeared.

You'll need to provide somewhat more info than that, like what you're trying to do, and files to reproduce the issue.

you might need to check EOL or encoding of .txt file

I made a mistake, its .csv right. but you can set EOL and encoding in csv too.
try notepad++ or other text editors to set EOL windows(crlf) or unix(lf) and encoding to utf-8
