Orchish Emancipation Can't Start

Hello,
I've completed "Morgiah's Wedding" and "The Emperor's Courier," which means I should be able to start "Orcish Emancipation." However, Myniseria won’t speak to me, and using the startquest command didn’t add the letter to my inventory.

I also can’t proceed with the Barenziah questline because the Elysana's Robe quest eliminated one of the required characters.

Any advice?
