I did not raise it again here, but I think I had almost the same kind of problem with the "Meet me in 6 hours in [tavern] for a duel] quest. The guy never showed up, but looking at the debug trace for the quest it had timers too.

Yes, I'm working on fixing the commoner quests like that. That one is definitely problematic, and it has the same timer issue as in this quest.
