0.10.4 Unhelpful and unfriendly NPCs

My High Elf did nothing wrong. No matter where I go and to whom I talk to, I can't get any information. People everywhere despise me for no reason. I tinkered with save files to get higher rep, made a "Charm Spell" and used console commands. People now greet me very friendly but as soon as I ask a question they want me to go to hell.
What's going on?

Have you checked your status? Did you do any quests involving killing someone? Are you using any mods?

My rep is 20, I dont recall killing an npc and I have the Dream, Textures and Hills mods installed.

A save game would be handy to inspect what's happening. Note that a low personality and regional rep can influence this. Details on finding saves are below.

Also, can you please confirm you're using version 0.10.3?

Personality 15. We have our problem :lol: Your Etiquette and Streetwise are also at 6%, so they can't help you.

Your save information is in .txt format so it's very simple to edit. Look for a file called SaveData.txt in your save game. My character's stats are saved in this section:

Even with a reputation of 40 and no criminal record, Ian/Indigo couldn't get commoners to tell his character where to find people. Asking about building location worked much better (0.10.4)
