Under Unix, you can set a variable to override where to put settings, for well behaved applications (following freedesktop.org conventions). By the way, does Unity use $XDG_CONFIG_HOME? (edit: it seems it does)
Otherwise you can use chroot, or now more modern application packaging systems (flatpak, snap, AppImage,...) to make them portable (I haven't played much with the latter).
I don't know the equivalents under Windows, maybe some of that exist...

Maybe win7 sp1 is just too old for unity now. Or my particular setup is just cursed. No matter what setting I try it will always make a bad registry. Maybe I can make a batch file that deletes the registry just before running DFU. Jank computers may need jank methods.
