Camera movement when exiting menus

I had this issue on my old computer and that download where when I exit any menu the camera flicks up or down. I know i fixed this issue back then I just don't remember how and now with my new computer I'm having the same issue and can't find the solution.
I'm pretty sure it has to do with my cursor centering itself when I exit. If anyone could help that would be great!
