How do I get Daggerfall Tools for Unity? I have Unity installed but I can't find any explanation as to how to get the tools on there.

Tools are part of the Daggerfall Unity source code. Download / clone the full source project from GitHub project page and open in Unity. You'll need to be using Unity 2019.4.28f1 specifically.

I was wondering, how would I go about making linux or macos dfmod if I'm running a Windows Unity client?

When you install Unity, there are packages for Linux and Mac you can add. If you add them, you'll have the option to package .dfmod as Windows, Mac, and Linux simultaneously at publish time.
