Are all potions/recipes on the drop table?

Looking at the UESP wiki, there are 20 different potion types in the game. I assume they're all obtainable via potion maker, but are they all on the drop table for enemies?

The more important question (for me): are recipes for all 20 potions available as drops in-game? For example, as someone interested in collecting all the items, or for someone who wants to only be able to craft what they 'discover' recipes for.

Not suggesting there's a bug or anything! Just want to know if they all exist before looking for them all

They all should drop in my experience, but finding them all is still problematic because you'll find a lot of the same recipes. You are at the mercy of RNG at that point. By level 20 after clearing lots of dungeons, you should have at least 90% of them if you've been looking out for loot.
