Interesting, the plot thickens !
Checked this Flashpoint Production, they also made another game with some more people listed working on it :

Now, if Ted Peterson memory is not blurry and the guy was actually a programmer for that company , there are less suspects for the role, unfortunately it seems finding photos of several of those guys is not possible with only google (without mentionning google have so many photos of different guys with the same names )
Now if the man was not a programmer but had another role for Flashpoint production, that makes it even more difficult as it seems there have been a lot of employees :

Tought it could also be one of the people that worked on videos , but there seems to be no photo of those anywhere.
So Guy Carver is getting back on the suspect list
as he's the one that photos are easy to find.
Noticed he also has a github account as he still continue to work on various projects there
https://github.com/GuyCarver
Not much description of his resume unfortunately.
But still i find incredible that Bethesda never bothered to credit the actors for that Daggerfall intro out of the "it's one of the guy that worked here" or "a local actor" etc... i still remember it the first time i watched that, such superb actor play that really brought you into the game, my favorite elder scroll intro of them all by far.
And still if he hadn't passed away none was knowing for sure that Uriel was played by John Gilbert, and even now none anywhere seems to know for sure who played Ocato. That's madness
