It's been a while since I played this, so it may have changed since then.
When you first arrive at the dungeon exterior location at the Ancient Watcher's request, there should be five wraiths and a lich spawned nearby.

The Lich is the Ancient Watcher and he should be at the graveyard mentioned between 6pm and 6am everyday to talk to. He has 5 wraiths as bodyguards.
