[0.14.4] City watches no longer shout "halt" (regression since 0.14.2)

Git bisect points at commit 277b8e27d3cc98847142ff8afa6c22933463ba88, which is part of PR #2401

(int)MobileTypes.Knight_CityWatch == 146, so ID < 146 used to exclude them from MuteHumanSounds check
