In 0.14.5, existing bindings of modifier keys (Shift, Ctrl, Alt...) still work, however you can no longer bind such key to an action.
Git bisect points at commit 76f6d2d6 which is part of PR #2428

Re: [0.14.5] Regression: cannot bind modifier key to action in Controls
Not being able to bind ctrl shift alt keys makes me not want to play.
What build should I revert to so I won't have this problem?
edit: I understand - just use 0.14.4 until it gets fixed.

You can also set your bindings in 0.14.4, then play using 0.14.5. Already existing bindings will work fine, it's just that 0.14.5 cannot create new bindings to modifier keys.
By the way it should work again in next version (0.15.0?)

This is fixed in 0.15. Unfortunately, I haven't had the time and energy to get this out yet due to some personal stuff happening over last few months. It's something I'm working on to wrap up as soon as I'm able to.
