Are healing spells supposed to be resisted?

Are healing spells supposed to be resisted?

I noticed that the default healing spell is resisted when cast on others, often reducing magnitude to zero.
I was wondering if this was expected behavior.

I can work around this by creating a modified healing spell of course.
