Missing Quest Item

Hi! I was doing my first quest for the mages guild and was tasked with finding the breeches of Alabynak Gaersly, however upon getting to where the breeches were supposed to be, there was this note instead. I cannot find the item anywhere and cant complete the quest without it. Any help would be so greatly appreciated, thank you guys.
